| This is a simple true or false question. Score 0 if it hasn’t happened. But score 10 in the case of a project that is behind schedule and management has taken the action of bringing in someone (a new hand or some kind of expert) to move things along. This will almost certainly slow things down. Besides, this usually happens when the project is already behind. Of course adding people at the very beginning doesn’t have such a negative effect. It’s always possible to bring in an expert to do a special job as long as the expert is not intended to be part of the team. Also, the bringing in of the expert must have been planned from the beginning.
